A Primer on New Jersey Site Remediation

How did the Site Remediation Reform Act (SRRA) transform New Jersey’s environmental remediation process?

  • Established the affirmative obligation for responsible parties to remediate contaminated sites in a timely manner
  • Created the Site Remediation Professional Licensing Board (SRPLB) which issues licenses to qualified individuals, referred to as Licensed Site Remediation Professional (LSRP)
  • Transitioned daily case management from New Jersey Department of Environmental Protection (NJDEP) to LSRP
  • Required that the LSRP comply with applicable statutes and rules and assess guidance when selecting remediation options

What is the LSRP’s role in the program?

  • Oversee the assessment, investigation, and remediation of contaminated sites in accordance with NJDEP regulatory and guidance documents
  • Adhere to a strict code of conduct and uphold ethical standards established by statute and regulation
  • Ensure that remediation is protective of human health, safety and the environment
  • Exercise professional judgement to efficiently move sites through the environmental process to closure

Why is an LSRP for me?

  • Proceed with investigation and remediation without significant time delays previously caused by NJDEP review and approval process
  • Take advantage of a more flexible approach to remediation and authority to review and approve work plans
  • Achieve accelerated case closure and receipt of final closure documents
  • Creative management of environmental issues allows profitable use or sale of contaminated properties
